draw a direction line between two points

Left click the Compass Tool button on your toolbar or
choose Compass from the Tools menu

Position the anchor cursor where you would like the direction
line to start

Left click to place the anchor point

Left click again at the position where you would like the
direction line to end

TOPO! will draw a direction line between the two points
